Are there birthday candles on Royal Caribbean? I want to plan ahead for my son’s third birthday .
Candles are often considered “forbidden”.

If you notify the staff that your child’s birthday is approaching, they will treat him “Royally”.
However, as others have stated, candles with an open flame are extremely dangerous.

Also, if you visit a Disney park on your birthday, you get a gift card (at least you did 15 years ago when we were on vacation in Florida).
As others have stated, candles are a no-no due to the laws on exposed flames.
However, LED candles are available; I know my local Walmart (Midwest US) offers small cake topper numerals that flash/glow. They come with some candles, I believe, so I would leave them at home.
Make sure to inform the dining staff about his birthday!
The MDR sung to my mother for breakfast, lunch, and dinner. She turned 77. Two days later, we had lunch at Izumi. I mentioned it was to celebrate her birthday. Our waiter dashed over to Windjammer and returned with three slices of cake (pushed together) with caramel sauce labeled Happy Birthday.
Candles were used to accompany all four tracks. Strangely enough, we were able to carry one candle to our stateroom. We admired the candle on her blueberry muffin before throwing it away.
You can mark the birthday on your account with RC customer care before your cruise, and then remind the crew on board. They’ll bring out some cake for dinner to make it special. We brought some modest decorations and streamers to beautify the place!

The majority of the ship is combustible. So no. However, if you visit the cruise liner’s website (not the app, as everything doesn’t appear up on them.) There may be a birthday package available, or you may call/email them.
Bring those foil-numbered balloons!?
Inform the personnel in advance. We celebrated my mother-in-law’s birthday on the trip. I had t-shirts produced, and we wore them all day. The servers delivered a special dessert for her.
They brought this man out for my birthday, and it included a candle. They sung Happy Birthday, I blew out the candle, and they immediately took it away. Open flames are a major source of terror on ships, but they are manageable with proper crew supervision. Just tell them I have a birthday, and they will take care of it. Birthdays will be announced at every meal.
